Once a month, on the first Thursday, Facepunch ships an update that every Rust server in the world must map-wipe for. The new build cannot load an old map, so it is a wipe day you cannot move, on top of whatever cadence you run yourself.
The update goes out at about 6:45 pm UK time on the Thursday, and Australia is far enough ahead of the UK that the same instant falls in the small hours of Friday morning here, from about 1:45 am in Perth to about 5:45 am on the east coast depending on the time of year.
A map wipe replaces the world, but everyone keeps what they have learned to craft. A blueprint wipe clears that too, so the whole tech tree starts over. Most servers keep blueprints across map wipes and only clear them occasionally, often on the forced date.
