Start a Minecraft Creative server

Set up a Creative server on Paper: choose Creative in the Config Editor, install CreativePlots and generate a world of plots that players can claim.

Updated 4 min read

A Creative server is a build server where players use Creative mode and can each claim a plot of their own. This guide sets the server settings for Creative play, then uses the CreativePlots plugin to generate a world of claimable plots on Paper.

Checked against CreativePlots 4.8 on Paper 26.2, October 2026.

What you need

  • A Paper server on Minecraft 26.2. CreativePlots needs Java 21 and Minecraft 1.21 or newer, and it also runs on Purpur, Spigot and Folia. We pick the Java version for you.
  • Optional: FastAsyncWorldEdit. CreativePlots lists it as a soft dependency, and has its own plot.worldedit permission for WorldEdit use.

Switch to Paper

Open JAR Manager, choose Paper and 26.2, then press Apply change. Keep Take a backup first ticked and press Confirm & reinstall. Change your Minecraft version or mod loader has the full walkthrough.

Set Creative play in the Config Editor

Open the Config Editor, which edits server.properties:

  1. Set Default game mode to Creative.
  2. Switch Force game mode on, so players go back to Creative every time they join.
  3. Set Difficulty to Peaceful, which stops most hostile mobs spawning naturally.
  4. Click Save changes and restart.

CreativePlots also has its own Force-Gamemode setting, which is false by default. The setting's own comment says it forces players to be in creative mode.

Install CreativePlots

  1. Open the Plugins tab and stay on Store.
  2. In the source chip row at the top of the tab, choose Modrinth and search for CreativePlots. The author is SoSparkly.
  3. Press Install and restart from the Console tab.

Generate the plot world

Run this in game as an operator. The command needs plot.admin:

/cp generate <world name> <world size> <plot size> <road size>

For example, /cp generate myplots 400 32 8 makes a world called myplots. The size is the width of the world, the plot size is the size of each plot inside its border, and the road size is the gap between plots. Wait for generation to finish, then visit the world with /cp warp myplots. The plugin's wiki says a world should start smaller than 1000 if you want to expand it later, and expanding needs its paid Pro version.

To change the design before generating, open config.yml in the plugin's folder under plugins in File Manager. It sets the materials for plots, roads and borders, and defaults to World-Size: 200 and Max-Plots-Per-Player: 1.

How players claim plots

Inside the plot world, players use these commands:

  • /plot auto claims a free plot for them.
  • /plot claim claims the plot they stand in.
  • /plot trust lets a friend build on their plot, and /plot untrust removes them.
  • /plot abandon releases a plot.

To raise a player's limit, grant plot.claim.<number>, for example plot.claim.4, with LuckPerms. By default, claiming needs no permission, because Permission-Based is false.

The wiki lists /cp warp as an admin command, so give players a way into the plot world with a warp or portal. Teleport and home commands with EssentialsX and Multiverse portals cover two options.

Protections that are on by default

On roads and on plots a player does not own, the config turns on Prevent-Interaction, Prevent-Redstone, Prevent-Buckets, Prevent-Potions and Prevent-Spawn-Eggs. Plots a player has been trusted on are looser. Command blocks, spawners, TNT, bedrock and a few more blocks can only be placed by someone with plot.admin. Enable and get command blocks explains the vanilla side.

If something goes wrong

  • "You must be in a plot world to claim a plot!" The player is outside the plot world. Send them there first.
  • Players cannot join the server. Check the whitelist switch on the Players tab.
  • The plot world is slow to appear. Generation is paced by the plugin, and it pauses when the server's TPS drops below TPS-Limiter, which defaults to 19. Let it finish.
